Queen Victoria Market - Business case secondment

The future vision for Queen Victoria Market (QVM) is a thriving and diverse market place for future generations. Three strategic directions will guide the delivery of this vision:

  • A market of markets: A place that supports and encourages authentic market trading in all its varieties
  • A Melbourne experience: A place to experience Melbourne’s local character and culture
  • A community meeting place: A place to connect with the people of Melbourne.

The Queen Victoria Market Precinct Renewal (QVMPR) program has been developed to realise this vision; building off years of preparatory work by Council, QVMPL and other stakeholders.

SGS was engaged to prepare the business case for the QVMPR program, which developed and analyses a number of options for delivering on the program’s vision. It sought Council’s endorsement of the preferred option, enabling the QVMPR Program Office to confidently approach the implementation tasks ahead.

The business case included a detailed discussion of the overreaching logic for the program, an analysis of feasible renewal options given the aforementioned context, and develops implementation arrangements for the preferred renewal option.
