Public open space contributions review

The City of Kingston has undertaken a significant amount of open space planning in recent years and is currently seeking to implement an open space contributions policy via a Schedule to Clause 52.01 of the Kingston Planning Scheme. SGS was engaged to provide advice on the most appropriate framework to strategically justify open space contribution rates.

A two tier approach to open space contribution rates which prescribes a 5 per cent contribution rate outside of activity centres and an 8 per cent contribution rate within activity centres was identified as the most appropriate means to recover a reasonable share of the costs associated with planned open space projects. This was in recognition of the transformative nature of development that is occurring in activity centres, and the associated increased demand for quality new or improved existing open spaces in these areas.
