SGS Economics and Planning was commissioned by Newcastle City Council to provide expert advice on the economic and development feasibility impact of a change to the Section 94A contribution rate in the Newcastle City Centre. The report assessed the following:
- Demand and supply of residential and employment land uses within the City Centre
- Constraints to investment and development in the City Centre both locally and globally
- Impacts (if any) that development contributions have on the viability of city centre developments in Newcastle and the potential impact the levy would have on investment in Newcastle if it was returned to 3%.
