​SGS provides input into Infrastructure Australia’s Capturing Value advisory paper

Infrastructure Australia today released Capturing Value: Advice on making value capture work in Australia. The paper looks at value capture in the Australian context, providing guidance to governments and the private sector on how value capture can be applied.

SGS was commissioned to develop a technical advice paper to inform IA’s work. The SGS paper included:

  • A discussion of the theoretical underpinnings of value capture, including the drivers of property value and value capture implications
  • Summary descriptions of various value capture mechanisms, their advantages and limitations
  • An evaluation of the mechanisms including a discussion of barriers to the implementation of a coherent system of value capture in Australia, and
  • Identification of six ‘preferred’ possible mechanisms for major infrastructure funding in the Australian context.
